Twin 120 I/O’s power steering issue

My 1984 42’ Skipperliner with twin 120 I/O’s at any rpm above idle pulls left. Takes excessive effort to bring back to the right. I have run each engine individually with the same result. Outdrives have a slight toe in as they are suppose to. I believe it is a power steering issue, any help would be appreciated.
