Sharpe party roof construction

Looking at purchasing a 1999 Sharpe houseboat and noticed some of the stanchions for the railing on the upper deck are a bit loose. What is the material on the edge of the top deck they are screwed into? It’s a fiberglass outer layer, but wondering what’s underneath and if there has been water penetration/wood rot. How would I check for this?
