Power Steering issue

Twin 120 I/O’s in my 1984 Skipperliner 42’ houseboat. Pulls to left at any speed above idle. Ran engines individually with the same results so I believe I have power steering to the left but not to the right. Not sure but since I can’t blame either engine and out drive, I don’t know what else could cause it. Turning to the right requires a lot of effort. Any help would be appreciated.

Perhaps you have air in the hydraulic lines or not enough fluid? Check at the helm station (1 or 2?) There is a specific way to add a bleed a system based on the number of helms. See the link below:
