Plumbing a black water holding tank

I have a 1999 sharp Houseboat that has two heads. It appears that the holding tanks for the black water were never used for black water. Instead they were plumbed for additional water holding tanks. Waste was handled through a purification system which required no holding of waste. I need to convert those water holding tanks to black water tanks. The tanks are currently plumbed with an capped inlet (which I would assume this is where the waste enters the tank) at the top side of the unit. There are two other inlets/outlets at the bottom of the same side. It appears one is currently plumbed to put water in the tank and the other is to drain the tank. I desperately need a solution to this problem.
