Deck flex on pontoon houseboat build

I am planning on building a 38 x 12 foot pontoon houseboat the boat will be used on lakes and river. The pontoons are Plastic attached to galvanised steel frame.
How do I eliminate flexing/racking which would cause damage to the accommodation.
